The epidemic of sexual abuse today is a national tragedy, but concerned citizens can step in and do something about it. In the area of legislation, one possibility is that we may be able to stop these organizations from receiving government funding. Recipients of these funds are required to see that the money is used in accordance with all state and federal laws.

The fact that these family planning facilities are in clear violation of child abuse or statutory rape reporting requirements creates an environment for us to demand that their funding be immediately cut-off. Better yet, their failure to adhere to state and federal law means that funds allocated in past years were obtained fraudulently. Because of that, citizens may be able to force a return of those funds also.

At Life Dynamics, we have found that the litigation possibilities presented by this situation are absolutely staggering. To capitalize on that opportunity, we are currently developing several exciting new strategies and litigation support services for attorneys representing the girls and parents victimized by these two organizations.

Interestingly, a perfect model for one of our litigation strategies is being created at this very moment. We are all aware of the firestorm currently swirling around the Catholic Church regarding the issue of pedophile priests. Already, dioceses have either settled or lost lawsuits totaling hundreds-of-millions of dollars - and some have been forced to close schools and sell property to pay off these awards.

If you look at these suits, what you find is that these Catholic dioceses are not being sued because their priests molested children. They are being sued for negligence because they allegedly knew about the sexual abuse of children and failed to report it to the authorities.

These suits contend that by protecting pedophile priests and concealing their behavior, these dioceses were in effect guaranteeing that there would be additional victims in the future.

Currently, Planned Parenthood and the National Abortion Federation are being given hundreds-of-millions in tax dollars while doing exactly the same things for which huge awards are being levied against Catholic dioceses. Our duty is to go into the civil court system and see that the legal standard now being rigorously and quite justifiably enforced against the Catholic Church is also enforced against Planned Parenthood and the National Abortion Federation.


In the course of our investigation, it became apparent that schools are also involved in the issue. Whether it be that a school itself is failing to report, or that they endorse a "family planning service" provider, the school district then is also liable for any damages that may ensue to a student of that district as a result of a referral, or a failure to report.

One goal of our public education project is to bring awareness to the nation's 15,000+ school districts regarding the liability that may arise as a result of allowing "family planning" organizations to expose themselves in any manner to the students of the school district. This includes, but is not necessarily limited to, classroom presentations, literature left on campuses, advertisements in school literature or products, referrals made by employees of that district, and any "free" birth control products offered to the school based clinic.

Any such connection with a "family planning" provider automatically defines a school's endorsement of that organization and their services. Injuries that result from a school referral of any kind attaches liability to the school. Thus, if the organization in question provides services to an underage girl without reporting to the state, the school district could be brought into any subsequent litigation.

In summation, if a girl becomes aware of a "family planning" provider and seeks their services as a result of some form of school endorsement, then the school district may be liable for any or all injuries to the girl that may occur. In addition, if a school employee who suspects the sexual activity of a minor fails to report, then the school may be liable for any abuse that may follow.

Life Dynamics has sent a letter via certified mail to every school district in America informing them of the legal exposure they have created for themselves by associating with these organizations.

Hopefully, this will cause their attorneys to advise them to take a second look at their sex education, abortion referral, birth control and condom distribution policies. The school district is not responsible for investigating the suspected sexual activity of a minor, but it is responsible for complying with laws that require mandatory reporting based on suspicion.

The states require the reporting of abuse, so that the abusers will be exposed. Prosecuting those who fail to report in the criminal and civil courts will help keep pedophiles from getting away with their crimes because the enforcing these laws will produce the following results:

First, those who fail to report this abuse will face criminal prosecution, pay fines and face confinement. This will either put them out of business or cause them to report, which will mean that they will no longer be protecting adult men who prey on underage girls. And, as these abusers are prosecuted for statutory rape, they will be taken away from their victims, thereby making America a safer place for underage girls.

Second, civil actions against those who fail to report will begin to make the cost of not reporting greater than the financial gain derived from concealing this criminal conduct. As the money paid to settle claims with the victimized girls and their families starts to rise, the money made from performing abortions on underage girls and giving them birth control that facilitates their sexual abuse by an adult will become less attractive. The result will be that "family planning service" providers will not be so readily available to cover-up the deeds of sexual predators who victimize underage girls.

Third, as the frequency of the court action increases, the various state legislatures will be forced to reconsider the monies they give to "family planning services". Ultimately they will have to decide which "services" are truly beneficial to these children and which are actually detrimental. If, and when, these "family planning service" providers lose their government funding for violating the law and failing to report this abuse, then this activity will stop.
